This lady has a blog entry about her Latter Day Saints (The Mormons) reenacting clothing. The entry has her showing the stages of dress in the 1840-50s of a Mormon women trekking to Utah. She has the stages of dress correct to what I have found.
There's a lot of room in the seat for the chemise. The open inseam and loose chemise aid in a woman relieving herself without undressing.

My Pioneer Clothing

I'm thinking Boer War, American West, US Civil War etc. as the figures would not have to be "stylish", just work clothing. The War Game folks do have these kinds of figures available in 28mm.
In plastic we have the old Airfix examples...
